A die fails. Somebody on the floor says "the steel was bad." Somebody in the office says "the coating's no good." Both could be true. Usually neither is the whole story.
The whole story is that the surface and the core of a tool are asked to do contradictory things, and a single chunk of steel cannot do both without help. Surface treating is the discipline of resolving that contradiction.
